New 5-story apartment building with 29 studio and one-bedroom units. There is ground-floor commercial space and, for residents, a community room at the first floor and common open space at the 4th floor. The project is a 100% affordable development; all units are affordable. The project is privately funded and had to comply with Section 8 housing requirements.

The property is located in the South CPIO area between Normandie and Vermont Ave., at the corner of Martin Luther King Jr. Blvd. and a narrow alley. The project used TOC base incentives including parking reduction, FAR increase, and density increase. There is no residential parking and there are 3 parking spaces and a loading zone for the commercial use. The project had to comply with CPIO guidelines including the transitional height at rear.

The façade of the building is mostly glass storefront and concrete wall at first floor Type I level and different colors of stucco at the wood Type V construction levels.
